The Grasbrook district is located opposite HafenCity on the southern bank of the Elbe. In 2012, the City of Hamburg put in a bid to host the summer Olympics in 2024, which was rejected by city residents in 2015. In preparation for the Olympic bid, Vogt put forth a plan to build modern sports infrastructure, a new residential and commercial zone, as well as a massive park, on an island in the middle of the city. The park would effectively jump over the River Elbe, connecting both sides of the city with a series of bridges, while continuing the network of green parks and gardens to the south of the city. The project was discontinued after Hamburg rejected the city, and six firms were invited to a new masterplan competition in 2020 to create a fine-grained plan that involved significant public participation. Despite interruption from the coronavirus, a 12-hour public online town hall was held to complete the competition and award the scheme. The winning scheme by Herzog & de Meuron and Vogt Landscape proposed three quarters, two for mixed-use living and working and an additional zone for low-emission port uses with offices, research facilities, laboratories and production. The mixed use zones, with 3,000 apartments and 16,000 workplaces. The plan will connect the rest of the city with a wide pedestrian bridge. The winning proposal creates a large green open space in the center of the new district with a large meadow and two levels to observe the Elbe.
