NEW COASTLINE FOR EAST DIKE

Dapeng is a mountainous peninsula in the Pearl River Delta Metropolitan Region close to the city of Shenzhen. In 2018, typhoon Mangkhut significantly damaged the coastline, leading the Water Bureau of the Municipality of Shenzhen to create an international competition for a proposal to protect the coastline. The New Coastline for East Dike is a linear coastal adaptation proposal called the “Triple Dike Strategy,” where over 11 miles of coastline are being constructed as a pilot project by 2021. The triple dike strategy includes three dike zones bordering the ocean, with an outer dike to increase resiliency by attenuating wave energy and wind, a second dike that offers protection from high tides and storm surge, and an interior dike that acts as a buffer zone to capture run-off and extreme rainfall. A demonstration zone in Yangmeikeng opened in early 2020 as a model of the dike zones for development. In the landward inner dike zone the project includes a series of rain gardens that collect water in a communal space, providing shade. The runoff from adjacent villages and mountains are temporarily stored in the rainparks. The second dike zone of the project includes a series of shifting walls that create plazas and sheltered terraces connected by a scenic walk. The third zone addresses wave attenuation with a series of interventions, including dunes with beach vegetation that include opportunities for recreational picnicking, as well as rock seawalls. Across the project, the material choices reflect how exposed the coastline is to the elements, with solid materials adjacent to areas that border the ocean, and porous materials in sheltered areas. The project will eventually include three development zones within six villages that reinforce the character of each village without creating a large infrastructural burden on the villages.
