James Town Properties has proposed rezoning Industry City, a 35 acre business hub with 6 million square feet of industrial, office and retail space on the Brooklyn waterfront in New York City. The rezoning proposal would shift 3.3 million square feet of Industry City into luxury retail. This shift would take away space from the industrial sector, which provides higher paying jobs in Sunset Park than retail and service jobs. In the Sunset Park neighborhood, 45.3% of households are rent burdened, and the median sale price for a single family home has increased by 136% from 2012 to 2018. UPROSE, the oldest Latino community-based organization in Brooklyn, works in the Sunset Park neighborhood through community organizing, education, participatory community planning, and indigenous and youth leadership development. UPROSE has proposed an alternative to the James Town Properties proposed rezoning, called the Sunset Park Green Resilient Industrial District (GRID) which would focus on transforming the neighborhood, as well as the industrial waterfront to integrate climate adaptation, mitigation and resilience, and train local residents to perform jobs related to renewable energy and climate. Clean energy infrastructure, carbon neutral shipping and an expansion of the Department of Transportation’s clean trucks program are part of the proposal to create a manufacturing and industrial energy exchange training and research center. The counter-proposal includes four zones, a green waterfront and industrial core, a green transportation and sustainable light industrial area, a green manufacturing and design area, and a residential sustainability plot. This proposed just transition involves community members, and limits changing to Industry City zoning.
